本年度は,典型的な「実用主義的転換」が見られると思われるシュミーデラー,ズートルの政治教育論と,70年代から継統的に出版されている政治教科書を検討し,ドイツ政治教育界における「実用主義的転換」の諸相を明らかにした。シュミーデラーの政治教育論において,「生徒中心主義」が不完全に採用されていた。しかしこれは,社会科学的な分析や価値判断形成と結びついた自己認識と環境認識を目的として設定する政治教育論においては,必然的な帰結である。むしろ注目すべきは,学習内容に関する「多元主義」の採用である。ズートルの政治教育論において生じている変化も,「多元主義」への変化であった。学習者による政治分析のためのカテゴリー習得を重視する基本姿勢は変わらないが,カテゴリーの位置づけが変化している。最上位に位置づけられていた「公共の福祉」が相対化され,「問題/コンフリクト」や「利害関心/参加者」などのカテゴリーが設定されている。絶対的真理を前提とするのではなくコミュニケーション的真理探究を重視する立場に変化している。70年代から継続的に出版されている代表的教科書を取り上げ,「実用主義的転換」の様子を検討した。その結果,70年代に出版された初版においてすでに,「多元主義」が反映された教科書構成となっていることが明らかになった。Mickel(76,86,97)においてもAndersen,Grosser(79,97)においても,判断を必要とする行為状況について,モデル的な状況描写や他者の判断事例を提示し,さまざまな角度からの問いが列挙されている。問いに対する「正答」は示されない。学習者が,教科書記述に含まれる様々な考え方・立場や,級友との議論の中で触れる異なる考え方・立場を知り,自己の考え方・立場を構築していくことになるものとなっている。
