本研究の目的は、現代政治思想における公共性に関する理論研究を踏まえつつ、さまざまな分野でボランティア活動を行ってきた人びとの体験記や活動の記録文書などを分析することから、現代日本社会においてボランティア活動からどのような公共性・公共圏が形成されてくる可能性があるのかを考察することである。平成11年度においては、ボランティア活動の体験記を読んだり、ボランティア活動に携わってこられた人びとに、直接、活動内容やそれを始めた動機、活動から得たことなどについての話を聞いたりすることが、研究の中心であった。そうした研究をすすめるなかで、ボランティアとはそもそも自己責任に基づく自発的な活動であるため、その活動を始めるに至った動機や活動目的、活動分野(地域的なものか、あるいは国際的なものかなど)、行政や政治との関わり方(行政の施策に影響を与えることを主眼に置くのか、あるいは行政とは距離をおきボランティアのなかで活動を完結させるのかなど)などは、極めて多様であり、ボランティアの多様な活動をすべて統一的に含みうるような公共性・公共圏が形成されているかのように理解して、公共性理論を構築していくことが困難であることがわかった。そこで平成12年度の研究においては、引きつづき、具体的なボランティア活動の実践についての理解を深めることに努めつつ、地域と結びつきの深いボランティアによって作られつつある市民的公共性・公共圏に焦点を当てて研究をすすめた。そのなかで、新しい公共圏が、NPOなどの組織によって作られつつあるが、そうした新しい公共圏が社会的インパクトを持ちうるためには、従来型の自治会などの地域組織とうまく協働関係を結べるかが問題となることがわかった。
