平成17年度の研究の概要は以下の通りである。まず、ケニアにおいては、ナロック県の3年生までの不完全小学校の教員と子どもならびに家庭の個別調査を行った。特に不完全学校は、これまで学校のなかった地域に近年形成された学校であるために、親の意識の変化を含めて、急激に変化する紛争後の学校の変化を個々の生徒の観点から把握した。次にアフガニスタン、ネパールにおいては、紛争後あるいは紛争の中での教育の状況を教育省、学校、教育支援関係者の観点を整理し分析した。以上の研究の結果から平和構築に向けて、以下の2点が明らかになったと思われる。1点目は、緊急・復興支援におけるコーディネートがUNOCHAを中心として強まっていることである。これは支援の枠組みが国際的に強化されており、その枠組みの中で動く必要があることと、支援方法においてもINEEのミニマム・スタンダードに見られるように一定の統一見解が示されるようになったということである。つまり、自国の都合に合わせて勝手なことはできないということである。この点は平和構築支援においても国際教育協力の前提になってくると思われる。2点目は「難民効果」ということである。これまで調査したアフガニスタン、ルワンダ、シエラレオネ、東チモールではいずれも教育爆発とでも言うべき現象がおきている。その原因として、難民効果」とでもいうべき現象が挙げられる。コンフリクト等により難民あるいはIDPとなることにより地域を追われ、財産を失うことにより、新たな生活への展望として教育が重要視されること、農村部から難民キャンプという新たな組織、文化に触れることは一種の異文化体験であり、あるいは都市に投げ込まれたのと同じ状況になるのではないか。そうした中で、教育のもつ新しい職業に結びついた資格や技能の重要性が認識されると考えられる。
