项目摘要

全国の公立小学校で「総合的な学習」「国際理解教育」の実践も広まりつつある。しかし学校によっては「英語学習」「英語活動」をすることが「国際理解教育」であるかのような取り組みをしているところもある。中学校・高校の現状はさらに悲惨で、「総合的な学習」「国際理解教育」は教科教育の陰に追いやられて本来の位置づけがされていないところがほとんどである。したがって実践的にも理論的にも研究の蓄積が極めて貧弱である。英語学習が小学校で必修化されて、ますます「総合的な学習」が追い詰められてきている。OECDによる世界の学力調査でも明らかにされたように、いま激動する世界情勢の中で真に求められている学力は、自分で疑問を作り出し、それを自らの力で解決していく力である。したがって、いま緊急に求められているのは、外国語を含めた言語教育が「総合的な学習」「国際理解教育」にどのように貢献できるか、そのためにはどのような教材が開発されなければならないかの研究である。既に英国を中心に「言語意識教育」が広がりつつあるが、日本での紹介も限られているし研究もほとんど進んでいないと言って良い。まして教材開発は皆無に近い。そこで初年度は、英国を中心とした「言語意識教育」の成果がどのような広がりを持ち、それがどのような教材を生み出しているか、また、ブラジル、中国(内モンゴルを含む)、シンガボールなどを訪問し、World Englishesと言われるものの実態はどうかを調査した。そして、英語や米語に取って代わられるべき「国際英語」の特質をつかみ出す努力を重ねた。今年度は、昨年度の成果を踏まえ、中国(旧満州地区の大連・長春・ハルビン)における調査や韓国における国際理解教育学会発表などを通じて、EUで発展させられつつある新しい言語教育・言語政策(いわゆる「ソクラテス計画」)を北東アジア経済共同体に適用する道を探ってきた。
