本研究は、「農の福祉力」(農業・農村が有する福祉力)の考え方を手がかりとして、参加・連携・協同(協働)に根ざした農村地域社会の活性化を実現し、農村地域住民が健康で安心して暮らせる「農を軸とした福祉社会」の形成条件を明らかにすることを目的としている。特に、(1)地場産野菜を利用した食生活や食料消費等に代表される「食」の視点、(2)農林地や景観等に代表される「農村資源管理(保全と活用)」の視点、(3)「農の福祉力」を支える担い手(個人、グループ・組織、協同組合等)に代表される「主体形成」の視点を重視し、調査研究を進めた。本年度は、昨年度に引き続き、メンバーの専門分野に関連する文献・諸資料を購入し、これまでの研究成果をサーベイするとともに、関係機関(行政、JA中央会など)への資料収集調査を実施した。また、京都府内の高齢者福祉施設・病院(東)、長野県小布施町(宮部)、福井県小浜市(メンバー全員)において現地実態調査を行い、アンケート調査、行政・関連団体の担当者、関係農家等からのヒアリング調査を実施した。このことを通じて、地元産野菜を活用した高齢者の食事スタイル、農村の景観や文化を活用した都市住民の余暇活動、食育を通じたまちづくりの可能性について明らかにした。なお、研究メンバー間での相互理解を促進し、各自の取組み状況を確認するために、研究会を実施した(2007年9月、福井県小浜市にて)。
