项目摘要

日本の勤務評定は、結果が非公開扱いとされているためもあって、教員の資質能力の改善のためにどのように活用されているかは不明である。勤務評定は、多くの外国でも実施されており、しかも教員の教授能力や職務遂行能力の改善を図る資料としても活用されている。形骸化されているといわれる現行の勤務評定とは別の業績評価制度を開発して、その評価の結果を給与に反映させる新しい教員評価制度は、財政が極度に悪化しつつある自治体に限らず、将来的には、すべての都道府県市の公立学校にも導入されることになるであろうとの観測もなされている。すでに私立学校の場合には、採用後6年目を境にして、前の年度より基本給の金額を低減し、以後、年功による昇給分を少額に押さえる仕組みの基本給と、点数による独自の評定制度にもとづく職能給を併用している学校が出現している。評価の結果によって賃金に差をもうける教員評価をめぐって紛争が起きている私立学校もあれば、教育機能と経営体質の強化をねらいとする能力主義人事制度の開発と導入を計画している私立学校も少なくないという状況にある。
