本年度は、住民参加型在宅福祉サービス団体に関する基礎データを収集し整理した。全国社会福祉協議会全国ボランティア振興センターで調査し、過去10年間の団体数、担い手数、利用者数の推移などの基礎データを得た。95年現在、全国に約700団体、担い手数10万人弱が活動しており、とりわけ都市部で活動がが急激に増大している。ついでその要因を様々なボランティア団体等にインタビュー調査した。シニアルネサンス財団、長寿社会文化協会等の民間の在宅福祉関連団体や東京老人ホーム、至誠ホームなどの特別養護老人ホームや福祉施設の調査からは、市民の在宅福祉活動への参加を促進する要因ととにも、現在の施設が抱えるボランティアの受け入れの問題点を明らかになった。さらに、阪神神戸大震災で活躍した西宮ボランティアネットワーク等も調査し、NPOやボランティア活動一般における参加促進要因および現状での問題点の整理を行った。こうした調査のうえに、活動の担い手に対しておこなったインタビュー調査および、質問紙調査のデータを分析し、活動に対する誘因として社会福祉への関心、身近性、コミュニティ内での相互扶助性、活動に対する社会的評価の重要性、高齢化社会における介護不安、核家族化・小家族化する状況とへの危機感などが重要であることが明らかになった。また参加阻害要因として、地域の福祉関係団体、社会福祉協議会、福祉施設や病院などのボランティアの受け入れ状況の未整備やコーディネート技術の問題、在宅福祉に関する社会的評価の未確立などが大きな問題であることも確認された。こうした調査結果は、『高齢化とボランティア社会』(弘文堂)および、香港でのアジア・オセアニア老年学会議などで発表した。
