项目摘要

本研究の課題は次の2点である。第一に、子育て支援の地域差及び都市規模差を明らかにすることである。近年、地方、特に東日本において出生率が低迷している。その要因のひとつとして、これまで解明されていないことであるが、これら地域における子育て支援の脆弱さが影響しているのか否かを明らかにする。第二に、幼保一体化がどのような地域で必要とされているかという点である。研究は２年計画であり、初年度は第一の課題を研究するために、まず既存研究サーベイを行い、愛知県・岐阜県・熊本県の自治体に対するヒアリング調査を行った。次に、全国の市区町村に対するアンケート調査を行った。今年度の研究を総合すると次の点が明らかになった。第一に、少子化を引き起こしている要因について、自治体では「結婚・出産に対する若い世代の価値観」と「雇用環境」と認識されている。第二に、少子化対策の実施率をみると、「保育料を国基準よりも軽減」や「子どもの医療費の無料化」などが高い。2005年から2013年までの間に、各種施策の実施率は大幅に上昇した。第三に、地域の出生率の差は、①雇用、②女性の仕事と子育ての両立環境、③親族による育児支援、④結婚・出産に関する価値観によって生じている。市区では人口が多いほど出生率は低いが、町村では人口が少ないほど出生率が低い傾向がある。第四に、人口５万人以上では少子化対策の取組みをした市区町村ほど出生率は上昇した。また、転出率が低い自治体ほど、出生率が上昇している。本研究期間は２年間であったが、２年目に別テーマで基盤（Ｂ）が採択されたため、本研究の２年目の研究費は辞退して、終了する。得られた知見については、今後学術論文等として発表する予定である。

Fourth, if the population exceeds 50,000, the birth rate of municipalities, towns and villages will increase due to the low birth rate policy. The birth rate is low, the local government is low, and the birth rate is rising. During the period of this study, the project was completed during the 2nd year, the foundation of the 2nd year project was completed (B), the research fee of the 2nd year project was dismissed, and the project was terminated. It is a predetermined decision for future academic papers, etc.
