项目摘要

政策評価法の制定を受けて策定された各府省の政策評価実施計画は、政策レベル、施策レベルの評価には極めて不十分である。また、わが国には政策評価研究の蓄積はほとんどない。しかし、ODA分野では様々なプロジェクトやプログラムを外国という閉じた国で特定の期間実施し、その結果を評価するという活動を長年行ってきた。国内の政策評価と国外での政策評価には根本的な違いがあるわけではない。もちろん、国外のプロジェクト、プログラムの評価を集めればそれで国内の政策評価の枠組みがすぐ出来るというものではないが、具体的な手がかりとなる。そこで、わが国や他の援助国や国際機関がこれまで行ってきた開発協力事業の評価活動を整理し、ODAに関する評価の体系化を試みた。上記は具体的事例を集大成しようとするものであるが、それだけでは理念的に弱い。特に、プロジェクトやプログラムをブラックボックスと見なして、プロジェクト、プログラムへの投入とそれによって得られるアウトプット、アウトカムの指標関係を見るだけの方法では、成果の評価はできても、それを具体的な政策、施策に応用する上で示唆するところが少ない。投入がどのように政策レベル、施策レベルのアウトプット、アウトカムに変換されるかというプログラム・セオリーが何よりも重要である。何らかのプログラム・セオリーに基づいた、適切な中間指標を設定することによって、計量的な説明も可能になるはずである。そこで、プログラム・セオリーに関する基本的な整理を行った。これらの研究成果を元に、平成16年度発足特定領域研究の申請を行い、既存の学問横断的な研究を各分野の専門家が協力して構造的に行うことによって、独立の学問体系としての評価学確立の足がかりを得ることを確認した。
