项目摘要

外務省が発行する「経済協力評価報告書」の1982年度〜1998年度版に記載されている事後評価の内、人材育成 (職業訓練)分野に関わる評価を行った。得られた評価結果は108にのぼる。援助案件に対する個々の評価結果の一般的傾向や結論を導出する方法として、DACの評価5項目(妥当性、達成度、効果、効率性、自立発展性)の観点からそれぞれ5点満点で評点する方法による分析を行った。評価5項目別に評点結果を見れば、「達成度」、「妥当性」の評点が高く、次いで、「効果」、「自立発展性」、「効率」の順になっている。援助案件開始年度と評点の関係を見ると、新しい案件ほど、評価5項目すべてについて、評点が低くなる傾向がある。また、案件開始から何年で評価報告書を作成したかを計算して、評点との関係を調べると、援助案件開始から時間間隔が長くなる程各評価項目で評点が高くなる傾向がある。特に「自立発展性」でその傾向が顕著である。また、プロジェクトの期間が長いほど、評点が高い。小規模な援助や短期間の研修員の受け入れ、専門家の単独派遣などは成果の測定、判断が難しいこととも関連している。ハード、ソフトの関連では、ハードとソフトを組み合わせた案件は評価5項目すべてについて評点が高い。他の要因の影響を除いた、それぞれの要因の独自の説明力を調べるために、評価5項目の評点を被説明変数に、諸要因を説明変数にした分析を行った結果では、5項目全てにわたって、「国の豊かさ」が最も説明力が大きく、ついで、「地域」と「援助金額」であった。
