精神保健医療福祉施策が「入院医療中心から地域生活中心へ」と推し進められ、入院患者約33万人から条件が整えば退院可能な患者7万人が、地域で暮らすことが決定した。退院者を受け入れ、働く場,就労訓練の場,生活を支える場として,精神障害者共同作業所(以下作業所と呼称)が地域生活支援の担い手の中心として期待される。そこで、本研究では、北海道内の137ヶ所の作業所、作業所スタッフ約500〜700名を対象に質問紙調査法によって、作業所機能を検討し、また精神障害者自身が主体的存在として活動できる場作りを目指すスタッフ役割を検討する。平成17年度は、質問項目を以下のように検討し,アンケート用紙を作成した。1.作業所については、1)運営状況:設置運営母体,設立年,利用対象者および利用基準,スタッフ体制,運営費および補助金率、運営上の課題,他の社会資源,人員の確保,運営方針の食い違い等、2)活動内容:平均工賃,開所回数,自主製品作り、内職作業の内容、販売,行事内容等、3)援助内容:生活支援(買い物,掃除,食事作り、)ナイトケア,医療相談,生活相談,就労相談、電話相談,時間外の対応,ピアカウンセリング、SST,就労支援プログラム,他施設との連携等2.作業所スタッフについては、1)属性:職種,年齢,就業年数,年収、スタッフ選択の動機等、2)スタッフジレンマ:やりがい,離職の検討,研修の機会、リフレッシュ,心身の疲労,ストレスの有無,職員間のチームワーク、生活程度、職業意識,職場環境等、3)援助に対する意識:利用者自己決定への関与,利用者との対等性、所外活動の導入、疾病管理への関与等
