项目摘要

令和4年度は以下の二つのサブ課題に取り組んだ。[1. 過去の自然災害時のモスクによる支援活動]　過去の自然災害において被災地のモスクが行った活動は断片的にしか知られていない。そこで、文献調査とフィールド調査から、それら活動の実態や教訓を抽出することを目指した。2011年東日本大震災の被災地に立地する仙台モスクと福島・いわきモスク、及び2016年熊本地震の被災地に立地する熊本モスクの管理者へインタビュー調査を行った。文献調査とインタビュー調査の結果、モスクはボランティアの泊まり込みや救援物資の収集・配布、炊出しの拠点になっていることが明らかになった。救援物資の配布や炊出しはムスリムだけでなく、異教徒や日本人へも実施されていた。[2. コロナ禍におけるモスクによる支援活動]　パンデミックも災害の一種と認識されている。ここでは、現在進行中のコロナ禍でモスクが実施する支援内容を明らかにすることを目的とした。事例として、在日外国籍住民を主対象とするワクチン接種会場となった神奈川県・海老名モスクと大阪イスラミックセンターをとり上げた。前年度にモスク管理者や被接種者へ行ったインタビュー調査から、在日外国籍住民には接種に至るまでに言語や文化の壁が存在しうることを示した。接種会場のモスクでは、モスク利用者がボランティアで通訳を務めたり、男女別の接種スペースが設けられたりしたこと、それらの施策が被接種者に好意的に受け止められていたことも明らかにした。上記二つサブ課題の結果はムスリムマイノリティ社会においてモスクがもつ災害時の多様な可能性を示すことに貢献している。これらの研究活動の他にも、各地のモスク（宮城、群馬、東京、神奈川、静岡、愛媛）への訪問調査や災害弱者に関するレビューを行い、在日ムスリムコミュニティの基本情報や災害弱者が被る社会経済的影響に関する知見を整理した。
