阪神・淡路大震災は、災害弱者対策の具体化が遅れていた点を浮き彫りにしたといえる。本研究は、全国の市区を対象に実施したアンケート調査結果に基づき、災害弱者対策の実施状況ならびにその阻害要因を分析し、今後の災害弱者対策の進展に資することを目的としている。対象とした全国670市および23特別区のうち有効回答数は453件(有効回収率65.4%)であった。その結果、地域防災計画(震災対策編)の中で災害弱者についての対策を定めている市区は7割に当たる315団体に上っており、平成3年時点の65市区と比べて4.8倍と大幅に増加していた。しかし、計画の具体化に関しては問題もある。第1に、災害弱者対策を担当する専従する部局や班が定まっている市区が123団体にとどまっている。第2に、災害弱者の自立を支える対策は遅れており、その結果、行政ニーズを増大させる原因となりうる。第3に、前提となる情報の整備や対策が進んでおらず、その実効性には疑問が残る。第4に、依然としてより中・長期的な対策の具体化が遅れている。対策の具体化に、防災対策の水準ならびに福祉水準が大きく影響していると同時に議会における質問や要望、都道府県からの指示など部外からの働きかけも影響していることから、国ならびに都道府県は積極的に災害弱者対策に関する制度的位置づけや指導を行って行くべきである。この際、第1に、障害者団体の位置づけなど充分に位置づけがなされていない施策に関して、方向付けをしていく必要がある。第2に、災害弱者対策に対する最も基本的な枠組みを示す必要がある。具体的には、災害対策活動の中で災害弱者対策の専従者の設置を奨めるあるいは災害発生後にはその担当セクションまで災害弱者の要望を収集できるシステム形成を検討すべきである。
