SDGsと気候ガバナンスにおけるシナジー効果：開発途上国のための政策措置

事实证明，气候变化有可能破坏全球可持续发展议程。它对发展中国家的环境、经济和社会产生了前所未有的影响。本研究的重点是确定发展中国家与可持续发展目标-国家发展目标协同作用相关的主要差距和实施挑战，并研究其国家和地方层面的现有体制安排和治理结构。这种关系和联系是复杂的，而且缺乏这种研究。选择印度作为案例研究是因为其特点和全球地缘政治地位。这包括其庞大的人口，对气候变化的脆弱性增加，巨大的可持续发展任务，以及由于庞大的生产-消费供应链而对全球增长率的关键贡献。可持续发展目标和气候行动的实现也被视为地方政府的背景下，如城市政府或城市一级的市政当局;和企业的成功，同时实现全球可持续发展目标议程和巴黎协定的关键。

Climate change has proven potential to derail the global sustainable development agenda. It has great bearing on the developing countries for its unprecedented impacts on the environment, economy, and society. This study focuses on identifying key gaps and implementation challenges related to SDG- NDC synergies in case of developing countries and study their existing institutional arrangements and governance structures at the national and local levels. Such relationships and linkages are complex and there is dearth of such studies. India as a case study has been selected given its characteristics and global geopolitical position. This includes its large population, increased vulnerability to climate change, big sustainable development mandate, key contributor to global growth rates owing to large production-consumption supply chain. SDG and climate action achievement is also looked in context of local governments such as urban governments or municipalities at city level; and businesses which are critical to success of the simultaneous achievement of global SDG Agenda and the Paris Agreement.
