ワシントンD.C.において、国際NGOのIISDで国際交渉プロセスの報告を長年執筆しているLynn Wagner氏に聞き取り調査を行い、また、ジョンスホプキンス大学にて、William Zartman名誉教授ほか、交渉専門の研究者に聞き取り調査を行った。その成果の一部は、日本国際政治学会学会誌「国際政治」の特集号「SDGsとグローバルガバナンス（2023年1月）」にまとめた。そこでは、SDGsのグローバルガバナンス上の課題に焦点を当て様々な角度から検討を重ねた。国際規範形成という側面や、企業、ビジネスの行動変容の観点から見ると、SDGsの存在は持続可能な社会へ向けて効果を発揮していることが明らかとなった。また、従来の多国間合意と比べると企業やビジネスの巻き込みは進展していることも明らかとなった。他方で、ジェンダーに関する規範形成やＮＧＯの巻き込み方については課題があることも判明した。2030年の目標達成期限までにこうした課題を解決すべく対話を重ねることが重要だが、同時にやがて起こるであろうSDGsの先の目標形成過程では、SDGsの教訓を生かした検討も期待される。人新世における諸課題の根本的解決を図るには、ノン・ヒューマンの視点を含め総合的に課題解決を図ることも有益だということも明らかとなった。こうした検討は、CSDからSDGに至る過程においてどのような変化が起こったかを分析するための重要な視座を与えてくれる。こうした視座を今後の聞き取り調査に生かすことの重要性が明らかとなった。オンライン参加のHLPFではSDGs達成を目指す行為主体のアイデンティティやインタレストの変化、特にCOVID-19の影響による変化なども情報収集し分析した。予想以上にCOVID-19の収束が困難で、多くの国で健康、雇用、貧困、更に先進国・途上国間の不公平感の問題に焦点が当てられていることが分かった。
