大震時の応急対策を考える上で, 市民の自助努力に依存する部分は極めて大きいが, その担い手となるのが防災市民組織である. 防災市民組織に期待され自助応急対応としては, 大きく(1)火災予防(2)初期消化(3)情報収集・伝達(4)避難誘導, (5)救援・救護, の5つがあり, それぞれの活動能力をいかに高めるかが課題となっている. 本研究は, その第一ステップとして, 各防火市民組織の活動能力を評価する方法論を開発することを目的とするものである. 評価システムは大きく二つの部分から成る. 第1は, 装備力から見た能力評価であり, 消防ポンプ・水利・無線機・救急機器等の資材装備率と発災時の人員参集率(在宅率)とを指標として評価を行なった. 東京23区の中から都心3区を除く20区について, 各3組織を抽出し, 合計60組織を対象にアンケート調査を行なった結果, 例えば, 初期消化能力について見ると60%の組織の対応力が不備であることが明らかとなった. 第2は, 装備力は十分である防災市民組織が, 果たして, 発災時にどれだけの活動をするかという活動能力の評価である. 本研究では, そのために, 防災訓練と組合せた新しい考え方による実験法を開発した. 「災害体験ゲーム」と名付けたこの方法は, 災害状況を実際の街の中に仮想的に設定し, 防災市民組織に, 初期消化対応, 情報収集・伝達, 救護, 避難誘導等の臨機応変の対応を行なわせ, 対応の成功毎に得点を与えることによって評価するものである. 墨田区東向島二丁目町会を選定し, 町会, 消防署, 区担当課等の協力を得て, 実際にゲームを行なった結果, (1)装備力は非常に高いが, 火災覚知から現場到着まで15分程度かかってしまう, (2)誤情報の伝達が30%程度あるが, その内の数件は誤った対応行動につながった. (3)避難誘導はリーダーの情報判断に決定的に依存する. 等情報処理能力が極めて重要であることが明らかとなった.
