项目摘要

本調査研究は,同和対策審議会答申において「国民的課題」とされ,長年にわたっての取り組みがなされてきた部落差別問題の解決が,現時点でどこまで達成されたのかを明らかにすべく,被差別部落での聞き取り調査をつうじて,環境,労働,生活全般についてトータルな把握をめざすものとして企画された。調査の手法としては,いわゆる生活史の聞き取りを採用して,調査活動に従事してきた。当初,フィールドに選定した栃木県藤岡町の被差別部落では,継続的に調査協力者が得られにくかったため,途中で,千葉県関宿町の3つの被差別部落をフィールドに選定しなおし,精力的に聞き取り調査を実施した。調査が一段落した時点でのファインディングズとしては,(1)結婚差別をはじめとする差別の現実がなお解消されていないこと,(2)3つの部落のうち,とくに1つの部落では,なお職業的に不安定な状況におかれていること,(3)部落解放運動の側でも,運動課題が鮮明な像をむすびがたくなっており,そのために,いまいちど運動の再活性化をめざそうとする人たちと,たんに行政による種々の同和対策を維持しながらも運動姿勢としてはいわゆる融和主義的な傾向を強めている人たちとのあいだに,潜在的な葛藤・対立が生まれつつあること,が確認された。
