本研究の目的は、1980年代以降頻発化・激化しつつある対米貿易交渉を対象として、日本政治に与えるインパクトと言う観点を視野に入れつつ、その政治過程を分析することにあった。具体的には本研究は、対米貿易交渉を規定する政治過程構造が1990年代以降徐々に変容しつつあるとの仮説に立ちながら、先行文献により必ずしも明らかにされてこなかった「従来の」政治過程構造を析出・実証した上で、上記構造の「変容」を様々なアプローチから分析した。「従来の構造」析出においては、対米貿易交渉を「外圧認識」「国家・社会関係」「政治家の行動パターン」「行政の政策遺産」と言う4つのアリ-ナに分解、それぞれについて対米交渉を規定(難航・促進)する要素を析出した。次に本研究は、(1)事例研究(電電公社資材調達開放問題・乗用車輸出自主規制問題の比較研究)・(2)データ解析(戦後対米貿易交渉をデータベース化・分析)を行うことにより「従来の構造」を実証した。以上を踏まえて、本研究は「従来の構造」が近年変化しつつあることを分析した。具体的には、上記交渉規定要素毎にこうした「構造の変容」を促しつつある長期的潮流を明らかにし、その上で(1)事例研究(日米包括経済協議・自動車および同部品分野交渉の研究)・(2)データ解析(1995年5月に実施した国会議員・官僚アンケート調査の分析)を通じて政治過程「構造の変容」を実証した。従来の交渉促進要素が機能不全に陥りつつある一方で、交渉難航要素は強化され、その結果対米貿易交渉は従来よりも紛争化する傾向がある・つまり二国間貿易交渉を用いて日本の政策転換を導こうとする手法は限界に達しつつあることが本研究の主要な結論である。研究成果の一部は、助手論文「対米貿易交渉の政治学-構造と変容-」として1996年2月に本学宛提出され、現在公刊の計画中である。

The purpose of this study is to analyze the political process of Japan in the 1980s by reducing the frequency and intensity of rice trade exchanges. In this paper, the specific structure of political process in the 1990s is analyzed. The structure of political process in the 1990s is analyzed. "The structure of the future" is divided into four parts: "external pressure understanding","state and social relations","politician's action","administrative policy legacy", and the elements of "difficult navigation and promotion". This research includes: (1) case studies (comparative study on the issue of opening up the supply of materials and materials to electric power companies and the issue of independent regulation of vehicle output)·(2) data analysis (data analysis and analysis of the future trade relations between China and the United States). This paper analyzes the recent changes in the structure of the structure. (1) Case study (including research on the protocol, automatic vehicle, and cross-section of the same component);(2) Analysis of the problem (analysis of the investigation of the implementation of the law in May 1995 by members of Congress and bureaucrats); and demonstration of the "structural variation" of the political process. The main conclusions of this study are as follows: (1) the promotion factors of foreign trade are incomplete in function,(2) the difficult factors of foreign trade are intensified,(3) the result is that foreign trade is not easy to dispute,(4) the policy exchange between Japan and China is not easy to use, and (5) the main conclusions of this study are as follows: One of the research results is an assistant paper entitled "Politics of Rice Trade Interaction-Structure and Capacity-Change", which was proposed in February 1996 and is now in the public journal.
