In order to evaluate the "life regeneration program" in the urban Dowa area, we gave attention mainly to the reconstruction project of Shima-Danchi in Gobo City (Wakayama Prefecture), as well as to the care plans made by social workers within the public assistance system. The evaluation of the reconstruction project refers to the actual conditions observed in the process of reconstruction of Shima-Danchi, a deteriorating multi-family housing complex for the residents with very low income. The reconstruction project has been based on a set of experimental programs, including a comprehensive approach program, which comprises social and housing services, supports in community building and participatory design in housing rebuilding, as well as efforts in establishing relations between residents and 'on-site' public officials. In order to meet the needs of the poor residents in the area, a new role for social workers will be required under the New Nursing Care Insurance. One of the aims of social work should be focused on empowering the poor to take advantage of the home-help services.

为了评价都和地区的“生活再生计划”，我们主要关注了（和歌山县）五保市的岛丹池重建项目，以及公共援助系统中社会工作者制定的护理计划。对重建项目的评估是指在重建Shima-Danchi的过程中观察到的实际情况，Shima-Danchi是一个收入非常低的居民的多户住房综合体，正在恶化。重建项目是以一系列试验性方案为基础的，其中包括一项综合性方案，包括社会和住房服务、社区建设支助和住房重建参与性设计，以及在居民与“现场”公职人员之间建立关系的努力。为了满足该地区贫困居民的需求，新的护理保险要求社会工作者发挥新的作用。社会工作的目标之一应侧重于增强穷人利用家务助理服务的能力。
