The Integrated Pollution Prevention Control (IPPC) system adopted in the European Union was introduced into the United Kingdom by the Pollution Prevention and Control Act 1999, which made complicated interrelationship between it and the Integrated Pollution control (IPC) system which had been administered in the U.K. for about a decade before the adoption, and on which IPPC was modeled. While special measures are being taken shifting from IPC to IPPC, it is emphasized that differences between these two systems should be clearly identified.One of the differences appears to e the wideth of scope of proscribed prosesses and substances, and another one is that procedures of an IPPC permit application have become stricter than those of IPC. For example, it has made to be clear that details of application which must be provided to regulator have been much more increased under 1999 Act than 1990 EPA.Analysis and comparison between conditions attached to authorisation and permit, such as BATNEEC and BPEO, should be made in some future researches.
