Practical Research on the Development of Master's programe for University Administrators

笔者于2000年2月对1,300名大学秘书长和中层干部进行了“大学管理者及其发展”的问卷调查，发现大部分大学秘书长和中层干部都感到自己的大学管理能力，特别是管理战略能力需要发展。国家和地方公共机构的秘书长任职时间很短，这与那些在私营机构担任秘书长和中层官员的人形成了鲜明对比。在地方公共机构，中层干部的任职期限也很短。这表明，高校管理能力的培养是当务之急。44.0%的秘书长和47.7%的中层军官支持，分别有42.4%和40.5%的人反对。他们当中很多人对管理策略和知识产权的发展有兴趣，对日常文书工作的兴趣较低。除了能力的发展外，我们必须使人员更容易在机构内积极工作。为了改善未来的大学管理，我们必须发展第三类职员，而不是学院或文书人员。我把这样的人称为大学管理人员。

After my question survey on university administrators and their development, which was done for 1,300 university-secretary generals and mid-carrier officers in Feb. 2000, I have found that most of them feel the needs for the development of their ability on university administration, especially on managerial strategy.As for the duration of service for a particular institution, secretary-generals of national and local public institutions have served for very short years, which is contrasted with those who serve for private institutions as secretary generals and mid carrier officers. In local public institutions, mid-carrier officers also serve very short period. This implies that the development of their ability for university administration is the urging problem.The majority of them support the creation of master's degree program, I.e., 44.0 % of secretary generals and 47.7 % of mid-carrier officers are support the idea, while 42.4 % and 40.5 % are against respectively. Many of them are interested in the development of managerial strategy and intellectual property rights and less interested in daily clerical work.In addition to the development of ability, we must make officers easier to work positively in their institutions. For the improvement of future university management, we must develop the third category of staff, not as the faculties or not as the clerical officers. I call such people as University Administrators.
