PRACTICAL RESEARCH ON THE DEVELOPMENT AND THE USE OF UNIVERSITY MANAGERS IN THE NEW MANEGIRIAL ENVIRONMENT

该研究项目旨在开发和使用大学。管理者在新的管理环境中的作用，并旨在跟踪“大学管理和行政的最新情况。在本课题研究过程中，高校周边事物发展迅速，迫切需要包括专业学校在内的新的发展理念。经过我于2002年2月对5000名高校秘书长和中层干部进行的关于高校管理者及其发展的问卷调查，我发现他们中的大多数人都感到需要发展他们在大学管理方面的能力，特别是在管理和行政方面的能力。就在某一机构的服务年限而言，国家和地方公共机构的秘书长服务年限很短，这与那些在私人机构担任秘书长和中层官员的人形成了鲜明对比。在地方公共机构，中层干部的任职期限也很短。这就意味着高校管理干部管理能力的培养是一个迫切的问题。这一结果与笔者2000年的调查结果基本一致，大多数人支持设立硕士学位点。他们当中很多人对发展管理策略和知识产权的工作兴趣不大，而对日常文书工作的兴趣则较低。除了发展能力外，我们必须使人员更容易在所属机构积极工作。为了改善未来的大学管理，我们必须发展第三类职员，而不是学院或文书人员。我把这样的人称为大学行政人员

This research project aims at the development and use of university. managers in the new managerial environment and also aims at following 'the recent situation of university management and administration. During this research project, things surrounding around universities and colleges are rapidly progressing and the new concept of the development, including professional schools, is urgently in needAfter my question survey on university administrators and their development, which was done for 5, 000 university-secretary generals and mid carrier officers in Feb. 2002, I have found that most of them feel the needs for the development of their ability on university administration, especially on managerial and administrative mattersAs far the duration of service for a particular institution, secretary generals of national and local public institutions have served for very short years, which is contrasted with those who serve for private institutions as secretary generals and mid carrier officers. In local public institutions, mid-carrier officers also serve very short period. This implies that the development of their ability for university administration is the urging problem. These results axe similar to the 2000's survey that was done by me. The majority of them support the creation of master's degree program. Many of them are interested in the development of managerial strategy and intellectual property nights and less interested in daily clerical workIn addition to the development of ability, we must make officers easier to work positively in their institutions. For the improvement of future university management, we must develop the third category of staff, not as the faculties or not as the clerical officers. I call such people as University Administrators
