项目摘要

最終年度となる平成14年度は、昨年から継続している調査と新規調査を行いながら、二年間の研究をまとめ、その成果を学会において発表することと研究論文とすることを柱に研究を進めた。前年度の調査を踏まえて、本研究において重点的に調査対象とする県と市町村を、岐阜県・穂積町、三重県・紀宝町に絞り込み、平成14年度もこれらの町に再訪問し調査を行った。他方で、前年度に訪問調査したいくつかの市町村と今年度新たに通学区域の弾力化に向けた動きのあった市町村(宮城県仙台市や宮崎県日向市など)についても、重点対象の二町と比較検討するために、訪問調査を行った。急速に進展しつつある地方分権改革を受けて、本年度の訪問調査では、地方分権改革の政策(意図・議論)や動向、1998年の中央教育審議会答申「今後の地方教育行政の在り方について」などを踏まえて、まちづくりないし地域づくりと通学区域の弾力化との関係の解明を強く意識した。その結果、例えば穂積町では通学区域の弾力化がまちづくりと強く関係づけられていること、そればかりか隣接町との合併にも関係していることが明らかとなった。これは前年度の調査では十分に視野に収めて調べることが、出来てない事項である研究成果の一部は、日本教育行政学会大会(10月5日。東京都立大学)などにおいて口頭発表を行った。また、論文としては、平成15年3月31日発行予定の『名城大学総合研究所紀要』第8号に寄稿した。なお、調査訪問時に研究成果の報告を求められた市町村教育委員会、学校、団体、個人などに対して、原則として郵送により、前記の紀要原稿を提出し研究成果を還元した(一部は、直接再訪問し原稿を提出するとともに、口頭での説明も行った。その際、補足調査も行った)。今後は二年間の若手研究(B)の研究経験と成果を踏まえて、地方分権改革下における市町村教育委員会制度の在り方について、新自由主義改革の焦点の一つであるコミュニティに注目して研究を発展させていきたい。より具体的には、公立小・中学校の通学区域を基盤としたコミュニティがこれまでどのように実態として存在しており、近年の地方分権改革によって、今後どのように変わっていくのかを、理論と実証の両面から明らかにしていきたい。
