项目摘要

本研究は、オセアニア地域における先住民への学校教育に関する政策及びその実施状況を調査することを目的している。研究期間中には、特にオーストラリア・ニュージーランドを事例として学校教育における先住民の位置づけを検証してきた。そこでは先住民、非先住民との差異の是正と承認という二つの教育目標を見ることが出来た。差異の是正として代表的な政策目標は、英語リテラシーの先住民生徒の水準の引き上げである。これは非先住民生徒の教育成果と先住民生徒のそれが同水準になることを目的としている。リテラシーの他にも基本的な数的処理能力などの基礎技能も、その目標に含まれている。オーストラリアとニュージーランドの場合は、先住民のリテラシー技能に関する動向が異なる。後者は公用語の一つとしてマオリ語が認められている背景を考慮しなければならない。また、この目標は多文化主義国家であるオーストラリアにおける英語の役割を再考する契機を与えるであろう。差異の承認を目標とした学校教育は、先住民文化や歴史に関する共通理解を促進するカリキュラムの導入などで見ることが出来る。これは、リテラシー技能などの数値化が比較的容易な分野とは異なり、学校教育全体への浸透度を計ることが困難である。このような二つの目標を通して、先住民への学校教育を考えていく必要があろう。また、今後先住民と非先住民との間の差異の捉え方も考えなくてはならない。現在、リテラシーの技能の水準の引き上げなど、先住民への教育目標の大部分は、非先住民との「差異」ではなく、「格差」を縮小、是正である。つまり、非先住民と先住民が同じ成果を達成できることを前提とした教育政策が、現在は大勢である。この両者を対象とした教育政策には、異なる目標と同時に、共通の目標をも必要とされるであろう。その点を、今後より一層考慮しなくてはならないであろう。
