This study aims to explain Professional Development of School Clerical Staffs in Primary School and Junior High school.We investigate three issues:1)what kinds of job specification and attitude do they have?2)what kinds of professional competency do they have? And when do they acquire it?3)what kinds of remedial measure for working conditions do they desire?We adopt two means of the resolution : Questionnaire survey (N=574,male:111,female:463) and Interview Survey.In conclusion, the next two points are vety important;1)School Clerical Staffs in Primary School and Junior High school don't have enough training and support system, and almost perform their duty for themselves. Also they desire to the opportunities for observing experienced staff, the necessary advice of staff-consultant, and the good opportunities for training.2)They perform their duties covered a wide range, and wish to establish clear-cut lines of authority and responsibility. But they recognize they have many points of view and knowledge alien from school-teacher, and are able to view from, for example, an executive official', parents', residents' angle.3)Male staffs agree to the cooperations among several schools on efficient performance of school business, but female staffs not entirely. Both male staffs and female staffs desire to make the school teacher recognize the importance of school clerical job.

本研究旨在探讨国中、国中学校文书人员专业发展之现况，主要探讨三个问题：（1）他们有什麽样的工作规格与态度？2)他们有什么样的专业能力？他们什么时候获得的？3)他们希望对工作条件采取什么样的补救措施？我们采取了两种解决方法：问卷调查（N=574，男性：111，女性：463）和访谈调查。总而言之，接下来的两点非常重要：1）小学和初中学校文职人员缺乏足够的培训和支持系统，几乎只为自己履行职责。他们还希望有机会观察有经验的工作人员，必要的咨询意见的工作人员顾问，和良好的培训机会。2）他们履行职责的范围很广，并希望建立明确的权力和责任线。但他们也认识到自己有许多观点和知识与学校教师不同，并且能够从行政官员、家长、居民的角度来看待问题。3）男性教职员工同意几所学校之间的合作，以有效地执行学校事务，但女性教职员工不完全同意。男女教职员都希望能让学校教师认识到学校文书工作的重要性。
