本研究の目的は、精神障害者の地域生活支援に関わる専門職の中でも、特に精神障害者社会復帰施設専任職員に着目し、専任職員の基本的属性を含む現状、および職務分析と研修制度へのニーズ調査を行ない、その実情を明らかにすることである。昨年度、精神障害者社会復帰施設専任職員の実態を把握するために、精神障害者地域生活支援専門職に対して研修ニーズに関する面接調査を実施し、それを踏まえて、本年度は本来の施設役割としての社会リハビリテーシヨンおよび職業リハビリテーションに関する研修へのニーズおよび情報交換、交流への要望に関するアンケート調査を実施した。精神障害者生活訓練施設235施設、精神障害者授産施設216施設の法律上、専任職員に位置づけられる職員を対象に郵送調査を平成15年8月〜9月にかけて実施した。回答数は296名であり、有効回答数は284名(31.4%)であった。専任職員の属性としては、昨年度の面接調査の結果同様、精神保健福祉士有資格者が4割を占め、新設あるいは新規採用専任職員については特にその傾向が見られる結果となった。研修に関するニーズ(複数回答)としては、「医学的知識」(52.3%)「保険・年金制度」(40.8%)が上位を占め、次いで「社会生活技能訓練の知識・技法」(20.3%)「新しい授産科目の技術習得の機会」(20.1%)であった。その他「他の施設見学の機会」「社会復帰支援制度等の情報を得る機会」等がみられた。実際の職務遂行頻度としては、精神保健福祉士有資格者とその他(他の資格の有無に関わらない)で大きな差が見られた。精神保健福祉士有資格者では「施設利用希望者への説明」「生活援助としての指導・相談」「就労支援としての職安等への同行」「服薬相談」「退所者の家庭訪問」等の業務が高いが、その他では「授産作業指導」「授産作業」「会計等の事務」「職業能力の評価」「生活環境整備」等が高位を占める結果であった。
