研究分担者であるジャミヤン,ガンバトは平成15年度においてモンゴルに対する日本の政府開発援助(ODA)の供与状況及びその受入体制を把握するために日本及びモンゴル両国の政府関係者や開発事業担当者らに聞き取り調査などを行うため日本国内では2度に渡る東京出張と1度に渡る外国出張をした。外国出張については、平成15年10月12日から平成15年10月24日までに計13日間にわたって現地調査を行った。出張の内容はモンゴル政府関係機関を訪問し、担当者の方々にモンゴル社会経済において日本のODAの果たしていた役割とODAに関連する課題、モンゴル政府の日本のODAに関する今後の展望についての聞き取り調査であった。そして日本のODAが特定の地域開発に与えている社会経済効果を究明するためにウラーンバートル市のバガヌール区役所とバガヌール炭鉱を訪問し、関係の方々にインタビューし、モンゴル側の基礎資料を収集した。国内出張については、2度に渡る計10日間でモンゴルに対する日本のODAに関する政策展開及びODA事業評価について日本側の政府関係者に面接調査を行い、研究に関する公式な資料を入手した。また、国際協力銀行を訪問し、事業評価業務担当の方々に対モンゴル円借款プロジェクトに関する事業評価について面接調査を行った。さらに、モンゴルに対する開発事業を実施した日商岩井や鴻池組、伊藤忠商事、三井物産をそれぞれ訪問し、担当の方々にインタビューを行い、実態を把握した。このように、日本及びモンゴル両国で行われた基礎調査は本研究の課題を究明するための必要不可欠の作業であって、調査の結果は大変有益的なものとなった。すなわち、本研究調査によって得られた新たな知見を次のようにまとめることができる。それらは、1)モンゴルに対して供与されていた日本のODAは同国の社会経済のにおいて重要な役割を果たしたこと、2)日本のODAはモンゴルが外国から受け入れている援助の大半を占めているにもかかわらず、ODAがもたらした社会経済効果についての事業評価報告書や学術論文はまだ存在していないこと、3)モンゴルにおける外国援助の運営制度が十分整備されていないために同国が債務返済不能に直面する恐れが発生しつつあること、4)日本のODAはモンゴルの社会経済インフラ整備を中心的に行われているが、国民経済の基幹産業の一つである牧畜業の開発と発展にまだ十分投入されていない、である。なお、研究成果中間報告書としては拙稿「モンゴルにおける地域格差に関する一考察」が『比較経済体制学会年報』誌第41巻第2号に掲載される予定である。
