The research aimed to empirically and theoretically assess the impact of e-local government investment on regional economy based on the economic framework considering features of information communication technology., ICTThe Japanese government set three purposes of a-local government. The first is improvement of citizen's satisfaction. The second is realization of simple and efficient government. And the third is revitalization of community and regional ICT industries. The research shed light on the third purpose.The research relied on geographical economics regarding how ICT affects regional economic activity. One of the main arguments is whether ICT lose locational constraints of economic activity or ICT strengthen a complementarity between ICT and face-to-face interaction. The research especially focused on the importance of technical support to use ICT effectively.As to quantitative analyses, the research assessed effects of concentration of information service sector on regional industries based on Regional Input and Output Table. And the research also assessed how information service agglomeration affected entities' ICT usage.As to qualitative analyses, the research did case study focusing on a local government as an entity that places an order. The study found in some cases that a local government's procurement policy of e-local government could revitalize regional information service sectors.
本研究的目的是在考虑信息通信技术特点的经济学框架下,从理论和实证两方面评估地方政府电子化投资对区域经济的影响。ICT日本政府设定了地方政府的三大目标。一是提升市民满意度。二是实现精简高效政府。第三是振兴社区和区域信息和通信技术产业。本研究的第三个目的是,以地理经济学为基础,探讨ICT对区域经济活动的影响。一个主要论点是,信通技术是否会消除经济活动的地点限制,或者信通技术是否会加强信通技术与面对面互动之间的互补性。在定量分析方面,本研究基于区域投入产出表,评估了信息服务业集聚对区域产业的影响。在定性分析方面,本研究以地方政府为例,分析了信息服务集聚对实体ICT使用的影响。研究发现,在某些情况下,地方政府的电子地方政府采购政策可以振兴区域信息服务部门。
