中国内蒙古大学副教授である鄂暁梅(E Xiaomei)氏は、日本学術振興会の特別研究員であるとともに、国連大学高等研究所のポスドクフエローとしての資格も有しており、研究代表者の指導の下、世界貿易機関(WTO)に加入した中国における持続可能な開発の問題について研究を行った。中国は、2001年のWTO加盟後も順調に貿易を拡大し、最近の金融危機の発生に至るまで順調であった世界経済の拡大を上回るペースで自国経済を発展させてきた。その一方で、環境問題は深刻化しており、持続可能な開発(sustainable development)の目標をいかに達成するかは、中国にとって極めて重要な政策課題である。鄂氏は国際経済法、とりわけ貿易と環境の問題についての専門家であり、これまでにガット第20条の例外条項における生産工程(process and production methods)に基づく差別についての詳細な研究を公表している。今回の研究では、この基礎の上に貿易と持続可能な開発の関係について検討を深めたものである。また、中国内陸部の出身者であるということから、中国国内(内蒙古自冶区及び北京)で政策当局者と精力的にインタビューを行ったほか、ワシントンDCやジュネーブヘの出張を通じて諸外国の研究者と突っ込んだ意見交換を行い、現状分析と政策提言をまとめることができた。成果物は国連大学高等研究所で発表されたのみならず、国際経済法分野の有力雑誌であるJournal of World Tradeに掲載が確定しており、研究は所期の目的を十分達成することができ、同時に中国における国際経済法・環境法研究の質の向上に寄与することができた。
