项目摘要

研究計画にもとづき、本研究の1年目は、米国における教育労働法制と教員組合運動の歴史的変遷に焦点をあて、主に教員団体交渉制度の確立期における教員組合運動の分析を行った。具体的には、米国の二大教員団体である全米教育協会(NEA)とアメリカ教員連盟(AFT)の当該時期における政策文書や大会議事録、主要人物の論文などを分析するために、国内出張および海外出張による資料集とその分析に努めた。国内出張においては、主に、NEAの年次総会議事録である『NEA Addresses and Proceedings』、NEAの規約や決議等を所収する『NEA Handbook』、およびAFTの運動に大きな影響を与えてきたアメリカ労働総同盟の年次総会議事録『AFL-CIO Executive Council Statements and Reports』を分析するために、これらの資料を所蔵する東北大学付属図書館での資料収集をおこなった。また、海外出張においては、全米における教員団体交渉制度の拡大の中心点となったニューヨーク州ニューヨーク市を訪れ、ニューヨーク市公立図書館において、教員組合ならびに教育労働法に関わる資料収集をおこなった。資料の分析はいまだに継続中であるが、これらの一次資料の分析をもとにして、近日中に研究の成果を公表する予定である。

The first year of this study is to focus on the transition of the history of teacher association movement in the United States and the establishment period of teacher association system in China. Specifically, the two major teacher groups in the United States, the National Education Association (NEA) and the Alliance of Teachers (AFT), analyzed policy documents, conference proceedings, and papers of key figures during the period, as well as data sets and analysis of domestic and overseas publications. The NEA Handbook, NEA Statute and Resolution, etc. are included in the proceedings of the annual general meeting of the NEA, and the influence of the AFT movement is analyzed in the proceedings of the annual general meeting of the NEA, AFL-CIO Executive Council Statements and Reports. The central point of the teacher's body communication system is to visit the city, the city's public library, the teacher's combination, and the education law.
