本年度は引き続き、武帝期における改革の実像とそれにより官僚機構にどのような改変が加えられたかという点を追究した。そのために、監察制度の整備が武帝期における国家体制の変容と関連し、武帝期より前(以下、前漢前半期と称す)の国家体制を解明することを目指して、「前漢武帝期における中央支配機構の展開-所謂御史大夫と御史中丞の分化をめぐって-」と題する論文を発表した。前漢前半期においては詔書伝達経路と行政に対する監察の系統はいずれも郡と諸侯王国とでは異なる様相を呈していた。すなわち、郡に対しては丞相が統轄していたのに対して、諸侯王国に対しては御史中丞を通して行われていた。しかし、武帝期以降になると、詔書伝達経路・行政に対する監察の系統は丞相のもとに一括して統轄されるようになる。当該期にこのような改変がおこなわれたのは諸侯王国に対する中央朝廷の統制が強まったためだけではなく、当時対匈奴戦争が激化したため、官僚機構をより合理的に運営する必要性が高まったことによる。このような官僚機構構造の大規模な改変に伴い、丞相の職掌は増大し、それに伴い御史大夫は丞相の輔佐としての役割を強めていったと考えられる。従来の研究では武帝期における内朝の成立により、丞相の宰相としての地位は形骸化していったとされてきたが、以上の結果を踏まえると内朝の実態について再検討する必要があると考えられる。そこで、その形成について基礎的考察を行い、2008年12月に九州大学で行われた九州史学会東洋史部会において前漢における内朝の形成-郎官・大夫との関係を中心として-」と題する報告を行った。
