4月、アフリカ農村開発研究のながれと問題点を指摘した雑誌論文を『史標』にて発表した。5月、日本アフリカ学会にて、ケニアの人口統計を用いて地域間関係を分析した成果について発表を行った。10月と3月にケニアを訪問し、国家中央統計局にて人口統計などのマクロデータを集め、マクロ経済の中で経済的自律性が低下していると考えられるイースタン州キツイ県と、ウェスタン州ブニャラ県を訪問し、フィールドワークを実施した。農村経済の担い手は、職を求めて農村を離れる男性よりも農地を管理し家族を養う女性であることが多く、ジェンダー・女性の視点をとりいれる必要性があった。自給作物の種子交換のネットワーク構造や各世帯の多様な生計手段に着目したインタビューによると、主食である白トウモロコシの交易では、伝統的な農慣習における種子交換は衰退し、NGOや開発援助によって築かれた女性グループのネットワークやプロジェクトの影響が大きかった。また、各世帯の生計における農業の役割は相対的に低下し、裕福な世帯ほど、出稼ぎ労働者からの送金など非農業所得が重要な役割を果たしていた。貧困女性(寡婦・老年の妻)は非農業就業アクセスが極めて困難で、多くの子供の教育費と食費のねん出が、狭い農地からの収穫だけでは足りず生計が不安定であった。ウェスタン州では、ウガンダから購入した農産品転売、ビクトリア湖の漁師から購入した魚の乾燥作業、転売などによって最低限の生活費を確保している女性が多かった。ただ全体でみると、人口増加や魚の乱獲、洪水・旱魃の頻発によって自然資源に依存した活動はますます困難化し、高い教育水準の者の農村離れ(モンバサやナイロビ)、若者の失業などが深刻化し、開発はますます困難化していた。今後は非農業活動(観光業、食品加工)の活性化、雇用機会の拡大、道路、通信網などインフラの整備が急務である。

In the future, the activation of non-agricultural activities (light industry, food processing), the expansion of employment opportunities, the improvement of roads and communication networks will be urgently needed.
