项目摘要

現在、障害者の地域移行がすすめられているが、それには公営住宅の利用や福祉系の居住施設の拡充と共に、民間賃貸住宅の活用は不可欠であり、「あんしん賃貸支援事業」や「居住サポート事業」等の不動産仲介業者を含めた事業が全国の自治体で開始されつつある。一方、一部の自治体では、独自の居住支援制度を定め障害者の住居確保を実践してきた。それらの事業は既に一定期間実施しており、制度運用の実態と課題の把握は、今後の全国的な事業展開にむけて寄与するところが大きい。そこで本年度の研究では、不動産仲介事業者への実態および意識調査をもとに、障害者の居住支援制度への評価及び問題点を把握し、今後の居住支援制度のありかたを考察することを目的とした2006年時点で、東京都の19自治体(14区5市)で障害者を対象とした居住支援施策を実施していた。調査は、居住支援制度の協力店として登録している不動産仲介業者(以下協力不動産店)を対象としたアンケート調査を実施した。調査票は郵送及び手渡しで409通配布、郵送回収で109通の回答を得た。回収率は26.7%であった。調査の結果、協力不動産店は、制度自体について一定の評価をしているが、実際の制度協力・参加の度合いは高いとはいえないことが明らかになった。その理由には、保証会社の保証内容の不十分さ、制度運用の課題、紹介可能物件の少なさ、物件情報提供のありかたの限界が指摘されていた。今後の制度の拡充には、トラブル時への保証や、物件情報の提供方法の複数化、NPOへの制度運営の業務委託などの検討が必要であろう。
