本研究の目的は、新任期保健師現任教育の組織における体制構築の推進に向けた評価指標を開発することである。本研究における新任期行政保健師とは、行政機関に保健師として就職し、在職1～4年目までの者とする。新任期保健師現任教育プログラムの体制を組織内で充実させ組織全体で取り組んでいくためには、その組織の特徴や課題を踏まえ、絶えず体制を評価し推進していくことが必要であると考える。本研究では、新任期保健師現任教育プログラムの展開事例を詳細に調査することにより、現任教育の体制構築における推進要因を明らかにし、組織内での現任教育体制構築につながる評価指標を開発することを目指す。本研究は、4つの調査で構成される。【調査1】では、先行研究の文献検討によって、本研究における枠組みの設定を行う。【調査2】では【調査1】の枠組みを基に調査項目を設定し、基礎調査として研究協力の同意が得られた県内の保健所または市(区)町村における新任期保健師(対象(1))および現任教育の担当者である中堅期および管理者(対象(2))を対象とした調査を行う。対象(1)では、新任期における保健活動の体験と自己評価の内容を明らかにし、対象(2)では、現任教育の取組状況や成果、取組上の課題、組織内の現任教育体制構築における評価の内容を明らかにする。これらの結果を基に活動評価指標の試案を作成する。【調査3】では、【調査2】の対象(2)への調査結果の中から、現任教育体制の構築を継続して取り組んでいる事例を取り上げ、研究協力が得られた自治体の担当保健師より現任教育体制構築の展開過程(立案、実施、評価、改善)に適用し、指標の有用性を検証し評価指標を精錬させる。【調査4】では、【調査3】のプロセスで、実際に評価指標を用いて評価しその後体制が充実し継続的に実施されている活動を引き続き調査する。ここでは、体制構築における成果を中心に調べる。成果は、新任期保健師の認識の変化および組織内の意識の変化から、どのような成果がもたらされたのかを明らかにする。以上の研究プロセスを通し、現任教育体制構築における評価指標の有用性を検証し、実践現場での実用化に向けて精錬させる。本年度は、【調査1】を実施し、保健研究における枠組みの設定を行った。

The purpose of this study is to develop evaluation indicators for the organization of current education for new health care professionals. This study was conducted for new term administrative health care professionals, administrative health care professionals, and those who had been employed for 1 - 4 years. The new term health care teacher current education system within the organization, the organization as a whole, the characteristics of the organization, the topic, the system evaluation, the promotion, the necessity, the examination, the evaluation. This study investigated in detail the development of the current education system for newly recruited health care professionals, and pointed out the key factors for promoting the current education system construction, and the development of evaluation indicators for the current education system construction within the organization. This study consists of four surveys. [Investigation 1] In contrast to previous literature review, this study conducted a series of research studies. [Survey 2]: The survey was conducted by a new health care professional (subject (1)) and an incumbent education manager (subject (2)) who agreed to cooperate with the research team in setting up basic survey items, basic survey and research cooperation. Objective (1) To clarify the contents of the evaluation of the health care activities in the new term; Objective (2) To clarify the contents of the evaluation of the current education organization, achievements, topics, and structure of the current education system in the organization. The results of this study were based on the evaluation of indicators. [Survey 3],[Survey 2],[Survey 2],[Survey 3],[Survey 4],[Survey 3],[Survey 4],[Survey 4],[Survey 3],[Survey 4],[Survey 4], [Investigation 4] and [Investigation 3] were conducted according to the actual evaluation indicators. The evaluation system was fully implemented. This is the first time that we have been able to achieve this goal.
