项目摘要

採用2年目にあたる、平成21年度は、研究計画書で予定をしていた通り、主に研究成果の発表に重点をおいた1年となった。採用1年目の2008年の夏に調査を行った、市町村地域福祉計画に関する論文を作成し、日本行政学会の年報である、『年報行政研究』と日本公共政策学会の年報である、『公共政策研究』に投稿を行い、査読プロセスを経て、掲載に至った。これらの論文では、制度改革期を経て、資源調達における「情報」という政策手段の果たす役割が増し、「情報」の機能の仕方から生じる計画過程での資源調達の在り方の違いが、行政組織内の合意形成と連関し、計画の類型や計画の実施状況の多様性を生むことを明らかにしている。また、採用1年目の冬に、東京大学高齢社会総合研究機構、東京大学医学系研究科の研究者と共に、千葉県柏市の協力を経て、主に老年学の観点から、柏市民がどのような人的、社会的ネットワークに組み込まれているのか、また柏市の社会関係資本(Social Capital)や社会参加の実態を明らかにするために、社会調査を行った。この調査は柏市内の24地区社協エリアの7つの地域に在住する20歳以上の市民4123名を対象に郵送アンケートを実施し、1735名の回答(回答率42.1%)を得ている。地方分権ガバナンスにおける福祉行政では、行政の慢性的な資源不足とサービスの機能不全の克服のため、活動資源をより行政の外部に依存していく傾向は顕著である。こうした活動資源の供給は民間営利部門で行われることも多いが、一方で、非営利部門や一般の市民によって担われることも多い。後者については市民の自発的協力、と位置づけられているが、市民との対等な関係による協働が今後の行政の在り方に不可欠なら、行政と市民との相互の信頼関係が行政に活動の成否に大きく関わってくる。この調査のなかで、柏市役所や市議会、警察や地域における福祉サービスの提供組織への信頼を測定することができ、その信頼を規定する要因について2年目である本年度に集計・コーディング・分析を行った。市民の様々な活動参加と執行組織への信頼の関係を分析した結果を『日本公衆衛生学会総会』でポスター報告し、現在論文執筆中である。
