Urban reform projects in Kyoto were mainly analyzed as a domestic example. These are thought to have strongly expressed the recognition of history. It was revealed that historically continuous units in each town had influenced a political foundation to decide the direction of projects. It was also shown that the bureaucrats in civil engineering technology, who practically forward the framing of projects, have a big voice in politics and promote cooperation with other cities at the same time. Regarding the former colonies, project details were demonstrated such as nature preservation area designation.

本文主要以国内为例，对京都的城市改革项目进行分析。这些都被认为强烈表达了对历史的认可。据透露，每个城镇历史上连续的单位影响了决定项目方向的政治基础。它还表明，土木工程技术的官僚，谁实际上推动了项目的框架，在政治上有很大的发言权，并在同一时间促进与其他城市的合作。关于前殖民地，展示了项目细节，如自然保护区的指定。
