This study aims to examine the pattern of facilities providing basic goods and servicesand urbanpolicies in Cardiff and Dudley cities in UK in order to present effective urban policy to Japanese Government. Cities in UK have effective neighbourhood regeneration policies but they would like to develop the out-of-centre flagship projects in order to make them the competitive cities.
