This study clarified that the insurers regards only adequacy of the payment and the premium collection as a main role by mail surveys to the insurers for the Health Insurance and the Long-Term Care Insurance. 12 domains that include organized activities indicators to provide the effective services of high quality health and long -term care were proposed to evaluate the insurers. It was showed that the number of the insured persons and the adjustment of the age structure were necessary to evaluate the insurers. It was thought that the third-party evaluation systems of the insurers were necessary.

这项研究通过向健康保险和长期护理保险的保险公司邮寄调查，澄清了保险公司只将支付和收取保费的适当性视为主要作用。提出了12个领域，其中包括有组织的活动指标，以提供高质量的健康和长期护理的有效服务，以评估保险公司。结果表明，对保险公司进行评估需要考虑被保险人的数量和年龄结构的调整。认为保险公司第三方评估制度是必要的。
