项目摘要

本研究は、特に2000年代以降、ナショナリズムやポピュリズムの影響力が増した東北アジア地域における日本の外交政策および安全保障政策を方向付けるメディアや政党政治、市民社会や世論といった国内要因を分析するものである。とりわけ、2001・2007年の間に日本において展開した対北朝鮮あるいは朝鮮半島安全保障をめぐる対外政策のプロセスに焦点を当てている。小泉・安部両政権期に発展した「外交の政治化」、つまり政官を超える多数のアクターを取り込む外交政策決定過程へと変化したことを明らかにするものであり、国際関係論の外交政策分析の領域と日本政治論を架橋する研究である。対北朝鮮外交の背景の情報を獲得するため、本採用期間内に、国内外のメディア関係者や小泉元首相の訪朝に同行したメディア関係者、さらに外交官や学者など約15人に聞き取り調査を行った。関係する政治家等にも聞き取り調査を行い、貴重な情報を収集するに至った。現在はこれらを理論的に整理し、博士論文としてまとめている。また、以上の研究に基づいた業績を数多く発表した。昨年度、本研究の理論枠組みについて学会報告したものを基底にさらに発展させ、今年度は10月に日本政治学会において「国内政治と国家安全保障政策のインターフェース」と題して小泉・安倍政権下における対北朝鮮外交について発表した。また、翌月にはドイツ・ハイデルベルク大学において、日本における北朝鮮問題をめぐる議論と対北朝鮮外交の展開や停滞ついて議論を展開し、ここでも非常に高い評価を得ている。また、これらの研究成果の一部は、著名なジャーナル『Japan Markt』や『East Asia Forum』においても発表されている。現在、本研究の文脈において東アジア地域主義に関して研究協力者と論文集を刊行する予定であり、すでに出版社から確定を頂いている。

This study analyzes the main domestic factors of Japan's foreign policy and security policy since the 2000s, especially in the context of the influence of Japan's political and civil society policies on the Northeast. The focus of Japan's foreign policy in 2001 - 2007 was on North Korea's security. Koizumi Yasube's political development period "politicization of diplomacy,""political officials" and "majority of foreign policy decision-making process","foreign policy analysis in the field of international relations theory and Japanese political theory" research bridge. About 15 people were involved in the investigation of North Korea's diplomatic background information, domestic and foreign relations, Prime Minister Koizumi's visit to North Korea's counterparts, diplomats and scholars. The relationship between politicians and other people is very important. Now, I'm going to organize my doctoral thesis. The results of the above research have been reported in several ways. Last year, the theoretical research group of the Japanese Academy of Sciences reported on the development of the foundation, and in October this year, the Japanese Political Society published the topic "Domestic politics and national security policy" under the Koizumi Abe administration. In the following month, the North Korean issue was discussed and the development of North Korea's diplomacy was stalled. Some of the research results were published in Japan Markt and East Asia Forum. Now, the context of this study is different from regionalism, research collaborators, and publications.
