项目摘要

平成26年度は主に学術会議での発表と学術誌に提出する論文の執筆に従事するとともに、本研究のテーマである「フィリピンの都市ガバナンスと連携に対する気候変動レジリエンスの制度化」におけるデータ分析を集約した。研究成果については、1)「国連の災害に強い都市の構築」と「ポスト2015年開発アジェンダ」、特に「2015年以降の防災枠組み」への開発政策に関する提言、2)越境危機管理におけるガバナンスのダイナミクスの政治的視点からの分析、の2つの異なった枠組みから、国際会議で発表を行った。主要な学術誌、「Public Management Review」、「Ethnic and Racial Studies」、「Governance」の3誌にも論文を提出。現在、査読中である。今日、人類の半分に相当する35億もの人々が居住する都市部は、急速に発展してきた。極めて脆弱な都市集積における災害リスクマネジメントの相関性が高まる中、越境災害に対応できるガバナンス能力を分析する上で大都市圏が重要な役割を担う。多くの都市圏でのガバナンス構造は、互いに独立した行政区によって多様に特徴づけられている。本研究では、フィリピンにおける現存の地方分権制とその相互作用、それと共に首都圏災害ガバナンスに対して根深く存在する制度的・政治的分裂を悪化させる政治構造を明らかにした。越境危機管理において、フィリピンの政治協力の現行の制度的再構築や改革アジェンダへの影響、災害ガバナンス能力への適応について分析を行った。現在フィリピンは、都市行政構造の再構築を行うという重要な分岐路にあり、都市レジリエンスのための都市災害マネジメント枠組みの制度化を目指すことで、政治的命題や規制当局を形成することができる。

The paper was presented at the 26 th Annual Conference of the University of California, San Francisco, and was analyzed intensively in this paper. The research results include: 1)"The construction of a strong city in the event of disasters in the country" and "The development plan for 2015"; 2) The analysis of the political perspective of cross-border crisis management; 3) The development plan for international conferences. Presented papers on three major journals: Academic Journal, Public Management Review, Ethnic and Racial Studies, Governance. Now, check in. Today, half of humanity is inhabited by 3.5 billion people, and the urban sector is rapidly developing. The relevance of disaster management in extremely fragile urban areas is high, and the ability to respond to cross-border disasters is important for metropolitan areas. The structure of the metropolitan area is different from that of the administrative area, and the characteristics of the metropolitan area are different. This study focuses on the interaction between existing local systems and the political structure of the country. Transboundary crisis management, political cooperation, reconstruction of existing systems, impact of reforms, disaster management capabilities, and appropriate analysis Now, the reconstruction of urban administrative structure is important, and the institutionalization of urban disaster management is important.
