项目摘要

本年度の研究成果は、以下の通りである。第1に、2015年当時の教育政策動向を鑑みて、学校教育の公私分担について考察を進めた。近年は、公立国際教育学校等管理事業への学校法人や特定非営利活動法人などの参入、フリースクールの法制化も含めた議論が進んだことなど、学校教育を担う主体の多様化が進められている。これらの取り組みが、単に財政効率上の理由から推進されることのないように警鐘を鳴らすとともに、今後の動向に注目すべきであることを述べた。第2に、埼玉県私立学校助成審議会を事例として、審議会が導入されるまでの政策形成と政策実施の様相を分析することにより、私立高等学校等に対する私学助成政策の政治過程を明らかとした。2016年度には新たに県議会の委員会会議録を収集して、県議会議員が同審議会で果たす役割が明らかとなった。第3に、敗戦直後における私立学校への応急的助成政策の実施および波及の政治過程から、中等教育段階の私立学校行政において、私学の「自主性」と「公共性」という概念がいかにして形作られ、合憲的な私学助成制度の枠組みがどのように成立したかを明らかとした。私立学校法が成立するまでの歴史的経緯を検証し、私学政策のガバナンスの在り方を考察した。第4に、中国の民営大学の助成制度について、日本の私学助成制度を取り入れることで、どのような制度改善が可能かについて検証した。その結果として、中国の民営大学助成は地域ごとに差があり、安定的な助成制度が構築されておらず、助成制度の拡充と予算の適正執行をチェックする仕組みづくりが急務であることが明らかとなった。第5に、高校時代の経験がグローバル社会に必要とされる資質・能力に影響を与えている可能性を読み取れた。私立高等学校等経常費助成費補助金特別補助（教育改革推進特別経費）では、「国際化推進経費」の項目が盛り込まれており、研究上の示唆を得ることができた。
