项目摘要

本年度前半は、①丁抹のCG制度に関する先行研究の検討と共に、各基礎自治体のウェブページを閲覧し、KUIの組織・運用に関する特徴を整理した。これを踏まえて年度後半に丁抹に渡航・滞在し、②複数自治体におけるKUIの運用実態の実地調査と③カウンセラーの役割に関する分析に用いる資料の収集を行った。研究実績は以下のように整理される。第一に、各自治体の多様な方策による若者移行支援体制の再編に着目した。2019年以前に設置されていたCGの専門機関であるUUは多くの事例において複数自治体間の共同設置であったため、KUIの導入により廃止され、CGに関する業務の自治体組織内への再配置が行われたが、この場合多くは教育／子ども・若者領域に位置づけられた。これより、多領域横断の若者支援体制の構築が志向されCGは雇用や福祉の領域とより接近しつつも、依然として管轄を教育領域に置くという独自性が保持されていると考察した。第二に、自治体の新たな業務として、若者が自治体内の複数部門を横断する支援を要する場合に配置され、部門間の支援業務の調整を担う「コンタクトパーソン(Kontaktperson：KP)」に注目した。先行研究ではUU下での業務との重複からカウンセラーがこれを担うよう期待されていたが、各自治体のKUIの組織・運用実態の検討からも、実際にカウンセラーをKPとして再配置した事例が複数確認された。したがって、KPという新たな役割の付与を介して、実際の支援場面においても、カウンセラーの役割のうち他機関・人材との連携・協働や調整という点が一層強調されていると考察した。これらの研究成果は、本年度内に日本キャリア教育学会第44回大会並びに国際学会大会IAEVG 2022において口頭発表を行う形で公表した。

Second, new business of the autonomous entity, if necessary, cross-section support of multiple departments within the autonomous entity, allocation of support business between departments, and adjustment of support business between departments should be noted. In the first place, we studied the duplication of services under UU, the organization and application status of KUI, and the real-time reconfiguration of KUI. In addition to the above, the Company has also established a system for the management and operation of the Company. The results of this research will be presented orally at the 44th General Assembly of the Japanese Academy of Education and IAEVG 2022.
