项目摘要

警察組織のジェンダーの有り様を歴史にそって明らかにすべく、婦人／女性警察官及び女性警察職員の採用・登用にかかる経緯や役割を中心に資料調査を行い、制度の概要を把握した。戦後まもなく、警察の民主化の一つとして、警視庁を皮切りに全国で婦人警察官が誕生した。「婦人警察官」という呼称は便宜上つけられた俗称であり、身分は警察官の職務権限を持たない書記であった。しかし、実際の業務では、書記という身分では単独で違法行為を取り締まれない等、業務に支障が生じることが少なくなかったため、兵庫県をはじめとして、婦人警察官に教養訓練を施して巡査身分を付与したところも出てきた。その後、警察組織が改編されると、婦人警察官はその影響を真っ先に受け、採用が見送られたり、婦人警察官から事務吏員への身分替えが積極的に行われたりして、婦人警察官数は激減した。1950年代、少年非行が社会問題化すると、問題少年の早期発見と少年の有害環境浄化の推進を目指した婦人少年補導員制度が導入された。少年補導員に女性が採用されたのは、少年補導活動に「母親的アプローチ」を採り入れ、「女性の母親的感覚の特性を活用」しようという目的からであったが、「母性」は経験ではなく女性に所与のものとして扱われるようになり、既採用の婦人警察官の多くも少年警察分野に配属されて、少年補導業務が「女性」の職務として制度化されていく。交通情勢の悪化に伴い、1970年の道路交通法の一部改正によって、街頭活動に当たる交通専務員である交通巡視員が誕生した。制度発足当初から、女性に限定して採用するところが圧倒的であった。警視庁や大阪府警等では、交通事情の厳しさに鑑み、条例の改正を行って、交通巡視員の定員を執行力が高い婦人警察官として運用した。これにより婦人警察官数は増加したが、交通安全教育や駐車禁止違反の取締りが女性役割として定着していく。
