An Introduction of Spatial Temporal GIS based on RARMIS Concept to Local Government and Regional Community

基于阪神- awaji大地震后长田区恢复支援活动的经验，我们开发了符合RARMIS （Risk-Adaptive Regional Management information system，风险适应区域管理信息系统）概念的时空信息系统DiMSIS。在本研究中，我们利用DiMSIS开发了用于地方政府和区域社区正常和应急活动的原型应用系统。5个地方自治团体（神户长田区、富山县富中镇、土立县千津镇、岐阜县白川镇、土耳其杜泽市）作为案例引进了该制度。作为这些案例研究的结果，我们得到了很多关于如何引入系统的知识。我们在阜中镇和德泽市举办了两次研修班，并在长田区和阜中镇办事处进行了灾害演练示范。并且我们开发的系统已经在一些地方政府的正常活动中得到了有效的应用。

Based on the experience of recovery support activity in Nagata Ward Office after Great Hanshin-Awaji Earthquake, we have been developing spatial temporal information system, DiMSIS which satisfy RARMIS (Risk-Adaptive Regional Management Information system) concept.In this research, we have developed the prototype application system for normal and emergency activity in local government and regional community using DiMSIS. 5 local governments (Nagata Ward in Kobe city, Fuchu Town in Toyama Pref., Chizu Town in Tottri Pref., Shirakawa Town in Gifu Pref, and Ducze City in Turkey) ware introduced the system as case studies. As results of these case studies, we got a lot of knowledge about the way to introduce the system.We have held two workshops in Fuchu town and Ducze city, and had demonstrations in disaster drills in Nagata ward office and Fuchu town office. And our developed system have been using in some local government in effective normal activity.
