Evaluation of Living Infrastructure in Sparsely Popurated Areas - Business Administrability Analysis -

本文应用可管理性分析技术对人口稀少地区的生活基础设施进行了评价研究。本研究以日本岛根县的彦见町和鸟取县的若狭町为研究对象，共分为两部分。第1部分通过盈亏平衡点分析，确定了生活保障设施的最低消费者（使用者）数量（水平），并以人口稀少地区的旅游度假区开发为重点，对小型住宿设施的经营管理能力进行了风险分析。基本上有两种类型的模型。一个是从短期经营的观点来考察寄宿家庭的收支平衡点人数的模型。另一种是明确考察小型住宿设施经营管理的利润流的高度不确定性的模型。将所提出的模型应用于研究地区，表明它们是考察人口稀少地区开发可行性的有效政策分析工具。

Evaluation of living infrastructures in sparsely populated areas has been studied by use of techniques for business administrability analysis. The study areas are Hikimi-cho in Shimane Prefecture and Wakasa-cho in Tottori Prefecture.The study consists of two parts. In part 1 break-even-point analysis has been performed to specify the minimum number (level) of customers (users) for life-support facilities.With a focus on tourist resort development in the sparsely populated areas, risk analyses have been performed to assess business administrability of smallscale lodging facilities. There are basically two types of models. One is a model which examines break-even point number of lodgers of lodging houses from a viewpoint of short-term management. The other is a model which explicitly examines high uncertainty in the profit stream of business administrability of small-sized lodging facilities.Application of the proposed models to the study areas have shown that they serve as an effective tool policy analysis to examine feasibility of sparsely populated area development.
