Future Directions of Parental Partnership Principles in Special Support Education

本研究的目的是通过对英国特殊支持教育的历史发展和现状的比较研究，分析父母伙伴关系在特殊支持教育中的原则。我分析了《沃诺克报告》、《1981年教育法》、《1993年教育法》、《1996年教育法》和《2001年特殊教育需要和残疾人法》。调查发现，英国承认父母的以下权利：1)参与评估；2)获得信息、支持和指导；3)向特殊教育需要和残疾审裁处上诉。我还分析了家长上诉的案例，发现家长的上诉往往会被接受。研究结果表明，英国的父母伙伴关系原则对日本的特殊支持教育具有一定的借鉴意义。

The purpose of this study was to analyze the principle of the parental partnership in special support education by the comparative study about the historical development and current conditions in UK which influenced on Japanese systems wholely.I analyzed the Warnock Report, Education Act 1981,Education Act 1993,Education Act 1996,and the Special Educational Needs and Disability Act 2001. It was found that the following rights of parents were recognized in UK, 1)to be involved in assessment, 2)to have information, support, and guidance, and 3)to appeal to the Special Educational Needs and Disability Tribunal. I also analyzed the cases of appealing by parents and it was suggested that parents' appeals tended to be accepted.From this study it was suggested that parental partnership principles in UK seemed to be a good guide for the special support education in Japan.
