Study on Support of Discussion in Participatory Planning Process

首先，我们发现，在参与式策划过程中，与媒体文章措辞相似的参与者的意见更容易被采纳。这一结果表明，引导者的作用是修改参与者的意见措辞。我们还展示了引导者的干预对共识建立和参与者对过程的满意度的影响。二是提出了“两阶段管理流程”。它将参与式规划过程视为参与者与规划者之间的双边互动交流。“两阶段管理过程”包括“讨论管理”和“计划过程管理”。前者是实现有效讨论的管理，后者是从参与者的意见中产生替代方案的管理。

First, we showed that participants' opinions whose wordings are similar with those of media articles tend to be adopted in participatory planning process. This result suggests the role of facilitator to modify wordings of participants' opinions. We also showed the effects of facilitator's intervention on consensus building and participants' satisfaction with the process.Second, we proposed the "Two-stage management process." It regards participatory planning process as bilateral and interactive communication between participants and planners. "Two-stage management process" consists of "management of discussion" and "management of planning process." The former is the management for realizing effective discussion, and the latter is the management for generating alternatives from participants' opinions.
