项目摘要

本年度は以下の3課題について研究を実施した。【課題1】介護事業者の垂直統合が介護費用と介護のアウトカムに及ぼす影響：本年度は、ある自治体から提供いただいたデータを用いて、サービス事業所とケアマネの垂直統合が利用サービスの選択やサービスの量等に及ぼす影響、また、介護のアウトカムに及ぼす影響等の分析を進めた。垂直統合したケアマネは、同一法人が実施するサービスを含むケアプランを作成する傾向が強いことなどが分析結果から示された。また、ケアマネのサービス事業所の選択において、垂直統合と利用者から事業者への距離の及ぼす影響について新たに分析を行った。【課題２】介護予防サービスの費用対効果の検証：本年度は、引き続き介護DBのデータを用いて、介護予防における追加的サービスが要介護認定基準時間等の介護のアウトカムに及ぼす影響の分析を進めた。推計は、要介護認定基準時間をrunning variableとする、regression discontinuity design (RDD)の手法を用い、特に要支援１と要支援２の閾値に着目し分析を進めた。【課題３】介護ロボットが介護の生産性に及ぼす影響の定量的把握：本年度は、既存のサーベイデータ（介護労働実態調査）を用いて、介護ロボット導入が介護施設における労働者数や賃金に及ぼす影響について分析を進めると同時に、独自に行った調査のデータ集計と推計を進めた。独自データを用いることで、介護ロボット導入が労働に及ぼす影響の分析に加えて、介護の質や生産性に及ぼす影響について、新たな分析が可能となった。
