研究論文の執筆を行った。第一に、研究代表者がこれまで行ってきた日本の環境行政についての研究成果に、最近の動向を加えて、英語論文にまとめた。環境庁が設置されて以降の環境行政組織と環境行政の特徴と変化について、所管配分と省間調整に着目して検討したものである。日本の環境法について紹介する共著本の第13章に掲載される予定である。第二に、日本の環境政策法・政策・政治について紹介する共著本で、日本のオゾン層保護政策を取り上げる第12章を執筆した。国際的なオゾン層保護の取組みは、「成功した環境政策」とされているが、日本のオゾン層保護への取組みがどのような特徴を持ち、どのようにして条約・議定書の履行を確保したのか、また日本の独自性はどこにあるのかについて検討する内容となっている。第三に、共著本『環境法の開拓線』の一章分として、論文「漁業資源管理の構造変化：二つの管理手法の相克と合流（仮）」を執筆した。2018年漁業法改正という形で結実した水産改革に至る変化の流れについて、従来の漁業資源管理政策の構造の特徴を示したうえで、政治行政の文脈から論点整理して明らかにしようとするものである。上限が設けられた資源管理の運用実態は、環境政策において重要な論点である。また本事例は、従来の水産庁の行政手法とは異なる政策が、内閣主導のトップダウンでもたらされたものであり、内閣主導の政策プロセスにおける所管省の関与に係る研究でもある。これらは、2023年度以降に公表される予定である。さらに、環境政策統合に関する文献収集を行った。環境政策統合に関する議論は、環境政策において諸政策への環境配慮の埋め込みという政策的観点から議論されることが多いが、行政府内における調整の問題も含意する。政策統合と行政調整の概念整理に関する一般的議論を参考に、環境政策統合についての研究をさらった。
