项目摘要

本研究の目的は、我が国の地方公務員を対象として汚職が発生する（汚職を抑制する）要因を定量的に明らかにすることである。具体的には、（１）地方公務員の賃金水準を引き下げると汚職は増加するか、（２）ガバナンスの強化（監査制度、情報公開制度など）や、人事政策（採用政策など）によって汚職を抑制できるか、を検証する。本年度は、まず、（１）との関連でDEAによる警察の効率性評価を行った。実証分析の結果、警察官の給与報酬が警察組織の効率性に影響を与える要因であることが明らかになった。汚職、特に金銭を得るための賄賂や横領を経験した警察組織は、効率が悪くなる可能性がある。しかも、効率性に対する給与報酬の影響は強いと予想される。以上の点を考慮すると、警察組織の効率性を考える上で、給与水準は重要な要素であると考えられる。つぎに、（２）との関連で、職員組合が組合員の不満や要望をくみ上げ、執行部に対して発言する機能に着目し、職員組合の組織率の高低が汚職や不祥事を抑制できるかを都道府県パネルデータを用いて検証した。推定結果より、組織率が高い都道府県ほど汚職や不祥事が減少する傾向にあり、職員組合のvoice-exitモデル（発言・退出モデル）が汚職や不祥事の抑制に寄与する可能性が示唆された。一般に、処遇改善などで執行部と職員組合との間には対立関係が存在するが、職員組合の発言力を高めることはガバナンスの強化にも寄与する可能性がある。

The purpose of this study is to quantify the causes of pollution prevention in local civil servants. Specifically,(1) the salary level of local civil servants is lowered, and the pollution position is increased;(2) the strengthening of the system (supervision system, information disclosure system); personnel policies (adoption policies); the suppression of pollution positions; and verification. This year, the Department of Public Security (DEA) conducted a review of the effectiveness of the police. The results of the analysis show that the salary of police officers affects the effectiveness of police organizations. The estimation results show that the organization rate is high, the tendency of pollution and adverse events to decrease, the voice-exit ratio of staff composition, and the possibility of pollution and adverse events to be suppressed.
